Network is on honor system and provides passengers “money back” guarantee.  When passenger disputes after carpool service has been provided to destination, money will be credit back to the passenger and payment will not be made to driver.  However, then lack of payment will show as less than 100% payment history for this passenger.  If passenger were not delivered to within 400 yards of destination, then a dispute can be raised within 24 hours.  Carpool 2.0 network of 1-3 peers will mediate and judge based upon electronic evidence and if deemed necessary discussion with driver.  Network recommends passenger to pay as dollar amounts are typically small.  Future drivers can discriminate against those passengers having less than perfect payment history.

What if passenger refuses to pay?

Drivers must possess driving license for one year before registering on network as driver.  Drivers older than 75 are automatically excluded.  Although we appreciate all drivers, eye sight diminishes, reflexes slow and hearing degrades with age.  On the opposite spectrum, speed increases, adrenalin and hormones are higher, inexperience plus so many distractions among youths make riskier drivers.  Age range exclusions are to increase margin of safety for both drivers and for passengers.

What if driver discriminates against passenger because of age, sex, race, etc. ?

Yes and no.  Taxis can register and be Carpool 2.0 drivers too.  After delivering full fare paying passengers, taxis can then pick up passengers on the network per network calculated fees instead of driving without passenger.  Some passengers may choose to use network for one way while calling taxi for the return path because of convenience or economy versus driving and parking a car.  Carpool 2.0 may increase volume of taxi passengers after fewer people choose to drive themselves.

Wouldn’t carpooling compete against taxis?

Possibly.  I believe most pick up rental cars at airports and also drop off rentals at airports.  If carpool drivers are picking up passengers from airports and dropping passengers to the airport, fewer cars may be rented at airports.  However, airport passengers are time sensitive.  Carpool 2.0 does not guarantee on time service.  Most business travelers would continue to choose taxis or rent cars for its expediency since they can claim as business expense.

Wouldn’t carpooling 2.0 compete against rental cars?

Great, keep carpooling.  Carpool 2.0 is just an extra options.  You arrange schedule.  Arranging carpool requires effort and once schedule is agreed upon, that is motivation not to change schedule or destination.  Imagine spontaneous carpooling with people you have not met.  Or imagine traveling to a foreign city and still arrange carpool.  Then, imagine traveling to a foreign city where one cannot speak the language and still arrange carpool!  This future is possible with Carpool 2.0.

I am already carpooling, how can this be better?

I hope not.  Let’s lobby Congress to allow Carpool 2.0 tax free status, similar to the precedence of internet commerce.  I dread April 15 just like everyone.  If we were to pay taxes, then we can deduct our car as legitimate business expenses.  Network can record keep and provide an end of year statement to all drivers.

Drivers and cars registered on network will be cross-checked against available databases.  Driving is one of the most dangerous activity we do.  More Americans are injured or die in car accidents than other activities including fighting at Iraq and Afghanistan.  Wear seat belt and follow common sense.  Choose safer spot for pick-up or to drop off in heavy traffic.  For example, curves at light rail stations, malls or schools are designed for passenger pick-ups/drop-offs.  Drivers are normal folks; not taxi cab drivers.  I cannot U-turn in heavy traffic to pick up passengers along busy streets.  Be considerate, watch for safer places to U-turn or be on the side of street in the direction towards destination or be on side of approaching driver or choose a safer side street and consider your own safety during both pick-up plus drop-off.
